Are class sizes in elementary school getting larger?

§         Average class size declined between 1973-4 and 1990-91, class size was determined largely by locally bargained collective agreements in each Board of Education.

§         Historically the primary grades have always had lower average class sizes than those in Junior and intermediate grades.

§         Average class size increased in 1992 and onwards with a mandated reduction of five percent of all teachers, ordered by the NDP government under the Social Contract.

§         In 1999, the Conservative government mandated average class sizes of 25 in elementary grades.

§         In 2000-2001 the average class size in all primary and junior grades was reduced to 24

§         In 2004 the government announced that it was starting to phase in the capping of all primary classes to 20 students and provided additional funds to hire elementary teachers to start this process.  This was completed in 2007


For the last three years the average class sizes in the elementary panel are the lowest that I have records for, at 21.98 in 2006, 21.25 in 2007, 21.47 in 2008. For comparison, for Hamilton in 1973 it was 29.06, in 1996-1997 it was 26.06 and for Hamilton-Wentworth District School Board in 2000, 24.43.
